Phone Troubleshooting - Cross Talk and/or Crossed Lines
Cross talk is when you can hear others on your line.

A crossed line is when you can hear and carry on a conversation with another party.
  Unplug any equipment from the electrical outlet and your phone jacks. (fax machines, answering machines etc.)
  Unplug any cordless telephones you have and plug in a standard corded telephone. Cordless telephones can pick up static or noise from FM, CB, Ham radio, Scanners, Baby Monitors or other cordless phone signals.
  If you can talk to the person you are hearing ask them for their telephone number and contact customer service. Let the Customer Service agent know what number you are crossed with.
