Phone Troubleshooting - Cannot Receive Collect Calls
RCN does not bill for Collect Calls made from another provider's telephone, which includes payphones. Some customers cannot receive collect calls because that company relies on the local carrier for billing. Since RCN does not participate in third party billing that company does not have a means of billing you for that collect call, and therefore will not allow the call to be completed.

  To resolve this problem you would need to set up an account with that company for the purpose of collect call billing.
